B ilingual education is English language instruction. Using a first language to improve the teaching of the second language is a time-honored (and well-documented) method of second language instruction. It permits children to use age-appropriate complexity in syntax and story-telling in the first language to advance their cognitive development before similar resources are available to them in the second language.
